आचारः परमो धर्मः ।
Ācāraḥ paramo dharmaḥ.
Right conduct is the highest dharma.
In Chanakya's framework, character was not the outcome of good circumstances — it was the cause of them. He observed that those whose private conduct matched their public conduct required no policy to govern; those whose did not required increasing surveillance and force. Character is the cheapest form of governance.
