Mantraṃ na prakaṭī kuryāt.
Do not reveal your counsel openly.
Chanakya distinguished between counsel shared in confidence and counsel broadcast publicly. The former sharpens; the latter invites interference. He advised kings to think aloud only with those whose loyalty was tested, not assumed.
